Sancai Tuhui (Vol. 24)

Gaoyao, also written as Gaotao a legendary minister, was employed during the time of Emperor Shun. Because he kept those who were not benevolent at a distance, he was made the Minister of Justice. The Emperor said: "These subjects do not seem to follow my directives. You shall act as the judge. Be clear regarding the five punishments physical punishments including branding, nose cutting, foot cutting, castration, and capital punishment to support the five teachings the five social virtues of fatherly justice, motherly kindness, elder-brotherly friendliness, younger-brotherly respect, and filial piety. Aim for the administration of my rule, and let the purpose of punishment be to reach a state where no punishment is needed. When the people align with the middle path, your achievements will be great."
