Xie was an official in charge of public works situ Minister of Education or public works during the time of Emperor Shun. Examining the duties of the situ, the Zhou Li Rites of Zhou states that the di guan Minister of Land/Earth is responsible for maintaining the maps of the state, possessing complete knowledge of the extent and boundaries of the nine provinces, and distinguishing the names and characteristics of mountains, forests, rivers, marshes, hills, graves, plains, and wetlands. The role of Xie supplemented these duties.
