Fu Yue was a man of virtue who lived in seclusion, working among the convicts xumi a type of forced labor or penal servitude building walls at Fuyan. After the mourning period for his predecessor had ended, King Wuding still had not found a worthy prime minister and did not speak on the matter. The court ministers were concerned. Wuding then dreamt that the Supreme Emperor had given him a capable assistant; he drew a portrait of the man and searched for him. When he was found, the King appointed him as his prime minister. Fu Yue assisted King Gaozong in transforming the Shang state. The three chapters of the "Charge to Yue" Yue Ming The Announcement of Yue written by the King remain a foundational classic for the Shang era.
