Duke Zhao, with the surname Ji and given name Shi, served as the Grand Guardian Taibao highest official overseeing the welfare of the heir of Zhou. He was assigned to govern the regions west of Shao, where he achieved great harmony among the people. Upon first receiving his command, he traveled to Luo to divine a location for a capital and composed the "Announcement of the Duke of Shao" Zhaogao a chapter in the Book of Documents. He accompanied King Cheng on a tour of the Juan'e region, where they exchanged poems. When King Cheng passed away, he received the final instructions to assist King Kang. He once personally toured the southern states and heard legal cases beneath a sweet-pear tree. After he died, the people cherished his memory and composed the "Song of the Sweet Pear."
