Whenever the water in the moat is shallow due to drought, spread Tie Ling Jiao iron water-caltrops in the water. If there are streams or slopes outside the city that can be blocked, spread them there as well. Outside large cities, plant Lu Jiao Mu deer-horn stakes everywhere.
