In order for a well-provided with power and formidable people, or assembly of humans, to reach, in time, an invincible strengthening and an always growing and flourishing prosperity, it serves, beforehand, to instruct them to some extent (I say instructed to some extent: for the reason that all closer or greater perfection is to be taught, observed, and expected in the course of time) what is necessary and required first of all for a good politie policy/governance or administration of their common affairs.
