THE I. PART.

In order for a well-provided with power and formidable people, or assembly of humans, to reach, in time, an invincible strengthening and an always growing and flourishing prosperity, it serves, beforehand, to instruct them to some extent (I say instructed to some extent: for the reason that all closer or greater perfection is to be taught, observed, and expected in the course of time) what is necessary and required first of all for a good politie policy/governance or administration of their common affairs. And in order to reach this in the safest and most certain way, one must also, beforehand, in some way, and thus in the rough, understand and grasp where their common interest, importance, or benefit mainly consists, and which, in my judgment, can be best perceived and noted from the own nature and condition of the human being himself. For by nature, all humans (consisting of the male and female sex) are born free and bound to no one earlier or closer than to seek their own benefit and prosperity before all others, and if they knew how to achieve it on their own, earlier and better, it would be reason for humans, like all other shy animals, to try to avoid and flee all close sociability and binding with other humans. But noted that every human, observed on his own, is found to be very weak and incapable, even of procuring his own necessary needs, and finds himself, moreover, moved by a lust for procreation and other inclinations; thus, for both man and woman, because of the very tender upbringing and nurturing of their children, so many burdens reveal themselves that they are fully necessitated, toward mutual...
