This quote is from Arnobius of Sicca, Against the Heathen, Book VI. Meanwhile, entire cities were noble and famous for the appearances of the Divine Powers Numina: the spiritual force or divine presence of a deity. Thus Plutarch says of a certain city in Sicily, the name of which is Enguion, that it is indeed not large, but very ancient, "and renowned for the manifestation of the gods," original Greek: "καὶ διὰ θεῶν ἐπιφάνειαν ἔνδοξος" and noble for the appearances of the Divine Powers, as seen in his Life of Marcellus, page 309. Petronius also applauds this idea on page 49, saying: "Indeed, our region is so full of present Divine Powers that you could find a God more easily than a human." Compare on this matter Eusebius, Church History, Book IX, chapter 7, page 102, where the Emperor Maximinus writes to the Tyrians: "Therefore your city might worthily be called the seat and dwelling place of the immortal gods; for it is clear from many examples that it flourishes by the residence original Greek: "ἐπιδημίᾳ," implying a visiting presence or dwelling among the people of the heavenly gods."
