We confess that God wills the world to be ruled by laws and by civil order, so that there may not be lacking reins by which the unbridled movements of men may be restrained. And for that reason, He has established Kingdoms, Principalities, and Dominions, and whatever pertains to civil jurisdiction. He wishes to be considered the author of these things, so that for His sake we may not only bear their rule, but also revere and honor them as His Vicars and ministers, appointed by Him to perform a legitimate and holy duty. Therefore, we also acknowledge it to be just that we obey their laws and statutes, and pay tributes, taxes, and other things of this kind. Finally, that we bear the yoke of subjection willingly and freely: yet with this exception, that the rule of God, the supreme Prince, remains entire and unviolated.
