A decorative initial letter VWhen the envoys of the illustrious Three Leagues gathered at the general assembly in Taufers original: "Taufy" (in the year of the Lord 1582, in the month of October) to consult on matters pertaining to the Republic, they pondered their duty as to how much honor and utility accrues to the Republic from the establishment and maintenance of schools. In these schools, the doctrine of letters and the liberal arts is taught, and the discipline of good morals flourishes, by which the youth—otherwise rude and uncultured—is instructed, lest they grow up like brute animals in the darkness of ignorance and vice. Having simultaneously considered the example of many flourishing Republics that spare no expense for the propagation of so holy, useful, and necessary a thing, they themselves decreed to open and maintain a school, with God helping, not only for their own children but also for those of their subjects, so that all might equally participate in such a great good.
Therefore, by common consent and will, the aforementioned illustrious Lords chose as Commissioners or Executors for this business the most prudent men, specifically Mr. Hartmann von Hartmann, Governor of the entire Vulturena original: "Vulturrene", and Vaspasiano Salice, Vicar, along with the Prefect of Tiliensis original: "Tiliensi", Mr. Georg Tschors original: "Tfchors". They were to initiate the school and, according to their prudence, devise its path and method, both regarding the choice and convenience of the location, and regarding the masters who are to be set over the school, govern it, and similar matters.
Wherefore the aforementioned Magnificent Governor and Vicar, having frequently communicated the matter with the Prefect of Tiliensis and diligently considered all that pertains to the institution of such a school, finally decided to open it in the noble town of Sondrio original: "Sondriensium". This is because it is situated in the very heart of Vulturena, is sufficiently provisioned with grain, is fortified by the presence of two principal magistrates, and easily surpasses other places in housing suitable for a school. It seemed fitting, therefore, for the magnificent magistrate to promulgate this edict, so that the will and decree of the illustrious Three Leagues might be known to all regarding the institution of a school for the common good of all. Therefore, so that it may be clear to anyone what fruit is to be received from it, and also how and by whom the school is to be administered, the declaration shall begin here.
First, the entire school shall be divided into three classes or principal parts, each of which shall have its own master set over it, so that the boys may learn to read and write promptly in both languages (namely, the vernacular and Latin). Then, they shall be educated in Grammar and the exposition of good authors of the Latin language until they become accustomed to writing correctly in both prose and verse. Finally, the more advanced pupils shall be taught the beginnings of the Greek language, so that they may have a moderate knowledge of it.
