they may be carried by appeal to the Scottish Grand Lodge, from there to the Scottish Directory, and finally as a last resort to the National Grand Directory, but without suspensive effect. Financial matters are discussed in the Scottish committee and then communicated to the entire Lodge, and the accounts are reviewed by the Deputy Master before being sent to the Scottish Lodge; one cannot dispose of the funds of a Lodge except with the consent of its members. Every Brother of the Rite must sign this code & promise to maintain its execution. Each Lodge may make local regulations, provided that they are conformable to the general regulations & approved by the Scottish Grand Lodge & by the Scottish Directory upon which it depends.
Chap. 1. Of the National Grand Directory. a) The National Grand Directory is presided over by the National Grand Master & composed of three provincial administrators, 7 presidents of the Directories of France & 8 national officers. b) It is the final masonic tribunal concerning the united Lodges of the nation. c) The National Grand Chancellor presides over the general correspondence of the nation.
Chap. 2. Of the Scottish Directories. a) The Scottish Directories have the exclusive right to constitute each of the Lodges of their district. Their officers are as irremovable as those of the Scottish Grand Lodges. The patents are to be dispatched at the request of the Scottish Grand Lodge. The Scottish Directory gives the Lodges the instructions, grades, Laws & regulations of the order, as well as the emblems, symbols & devices for the Lodges, & for the chambers of preparation. The principal dignities of the Scottish Directory depend on the president. b) The Visitor of the Scottish Directory may visit all the Lodges of his district, besides the visitations that he is obliged to make in the Scottish Grand Lodges.
Chap. 3. Of the Scottish Grand Lodges. The Scottish Grand Lodges are established in each district for the immediate management of the united Lodges that depend on them. It is to them that the united Lodges must address all their requests. a) The Patents of Constitution are dispatched upon the request made by the Scottish Grand Lodge. b) It is the particular Visitor of the Scottish Grand Lodge who will perform the installation of the new Lodges of his department. He must send a copy of everything he has just done to the Scottish Grand Lodge, to the Scottish Grand Directory & to the National Grand Directory. He must visit from time to time the Lodges of his district, and make a report of them to the Scottish Grand Lodge. Extraordinary visits ordered by the Scottish Grand Lodge to take cognizance of some important affairs will be made at the expense of the Lodge that occasioned them. c) The chancellor is the head of the correspondence
& of the chancellery: he signs all the letters, acts, patents, that emanate from the Scottish Grand Lodge. All the Lodges have the power to confer the 3 symbolic grades upon all those who are deemed worthy. The 4th, which had been exclusively reserved for the great Scottish Brothers, has been ceded by them to the Lodges in the last national assembly; but they are required to ask for the consent of the Scottish Grand Lodge for each reception by means of the Deputy Master, sending him the name, age, civil status, place of birth & domicile of the candidate.
Chap. 4. Of the united & rectified Lodges. a) Discourse: What is a united & rectified Lodge? It must be in correspondence with all the non-united but constituted Lodges of a Grand Orient. One may visit them and admit their members to the work of the first 3 grades of masonry, while conforming reciprocally to the customs of the lodge being visited. But one must communicate nothing in writing to them regarding the united Lodges, nor have any correspondence with any orient without the permission of the Scottish Directory. b) It speaks of the government of the lodges, of the general assembly of the Lodges, etc.
Chap. 5. Of the Deputy Master. a) He is an irremovable dignitary of the order, named by the Scottish Grand Lodge from which he receives his provisions & instructions. He represents the Scottish Grand Lodge of the department. He has the right to enter all the Lodges of his arrondissement, as well as his representative. He is also the born representative of all the Lodges of his arrondissement to the Scottish Grand Lodge, to which he renders an account of his management. b) In the capacity of Deputy Master, he does not preside in any of the 3 grades: but in the case of a reception into the great 4th, or the general assembly of several Lodges of his arrondissement, it is for him to preside. Besides that, he has the place of honor at the right of the Venerable Master who cedes to a superior. c) He is the first counselor of the Lodges of his arrondissement, as well as the Venerable Masters who govern them. He has the right of entry and of suffrage in all the committees of the Lodge. d) He must be called to the elections of the Venerable Master and the principal officers of each Lodge of his arrondissement, over which he presides. He has the right to suspend these elections if they seem to him contrary to the regulations of the order.
Chap. 6. Of the Scottish Committee of the Lodge. a) Necessity of an administrative committee. To this end, a Committee will be formed in each united Lodge composed exclusively of all the Scottish Masters of the Lodge, presided over by the Venerable Master. b) It will direct the correspondence in the name of the Lodge, and will make its report to the Lodge on the communication. It will receive & examine all the proposals concerning the Lodge and namely that of the interior police of the finances & regulation.
