It is required that all charitable works and benevolent acts be observed, and whatever is completed by the grace of God and the infinite bounty of the Creator? in the path of charity, and the interests? of Sharia and customary laws, be implemented.
So that it may be presented to the royal threshold and, having been honored by the royal majesty and the kingly splendor?, action is taken according to its content. By the authority of what is written at the top of this paper, it is presented to the blessed view, and its correctness should be conveyed to the Secretariat?, which holds the authority over all matters, so that it may be accepted, put into effect, and acted upon according to the royal command.
11 Among these is that in this time and era, which are days of auspicious outcomes, the infinite royal favor has encompassed the subjects in every matter. By the command of the king—whose obedience is mandatory—every resident and servant has been shown compassion in some way. It is the requirement of the high opinion that what is written in the old records, books, and journals? be certified, and out of royal mercy and favor, it was decreed that henceforth, in every year, it shall be considered from the government revenues.
