The project for this grade is highly advantageous to the Masonic Order and is the only one capable of compelling candidates who intend to fill the office of a Light a term for high-ranking officers in a Lodge of each Lodge to learn to distinguish between moral and social virtues, to learn to speak the language of their country, to make a proposal decently, and to resolve a difficulty with wisdom and precision. By this means, no warden in any regular Lodge could have been named without first proving and justifying himself with an authentic certificate of Bachelor or Licentiate, and the Grand Lodge would not have appointed any Lodge Master who had not likewise justified himself with a certificate of Masonic Doctor. Any brothers who presented themselves to support a thesis would have been admitted for the following assembly, and by their admission, would have been chosen in preference to all other brothers who were members of Regular Lodges.
Once established, this project could only prove of the greatest advantage to regular Lodges and seemed to restore to Masonry its former luster, though much more refined and brilliant through the real knowledge of its principal members.
As the sessions of this university were to be public for all brothers, this publicity could only cause the greatest emulation. But the French, being too lively though always chasing after the and lovers of novelty, only took a liking to it for a moment.
