The thirty-five consonants are as follows:

These vowels and consonants are the forms of the 'speech-body' of Shiva and Shakti. They are the seeds of the world of names. They are seed-syllables bijakshara seed-syllables. The power inherent in them gives knowledge of the world-form consciousness-self element.
The power inherent in a word provides knowledge of the implied meaning of that word. According to the Vaisheshikas a school of Indian philosophy: 'The instruction of God, that this particular meaning should be known from this particular word, is power.'19
Just as a particular meaning is known from a particular word, similarly, particular meanings are known from particular letters—which are vowels and consonants—through the 'power' inherent in them. Thus, even individual letters have their own meanings.
Just as the entire world of objects is the combined transformation of Shiva and Shakti residing in the form of an unmanifest seed, similarly, the combined seed-form of vowels and consonants, the 'supreme speech' paravak the highest level of speech, is the seed of the names of all objects in the world.
In this mundane creation, there is no concept, substance, or object that can be known without a word. Like a string among many beads of a necklace, everything is woven with words, pervaded by them.20 Whether it is a noun, a verb, a prefix, or a particle, everything is a word.
There is no word that is devoid of the letter(s) in the form of vowels and consonants, and there is no meaning or concept that is not understandable from the group of vowel-consonant letters.
