The county government and the land-based villages are managed by the county's Patrol Officer. There were originally no patrol boats designated for river defense, leaving the officers and soldiers with no specific sector to manage or inspect.
Although the river surface near the county government is under the jurisdiction of the Prefecture-affiliated Jianghuai Patrol Inspection Office, and that office has its own quota of patrol boats patrolling the river day and night, the county itself originally lacked city walls and the population is sparse. While the Jianghuai Patrol Inspection Office is stationed there, it is affiliated with the Prefecture and technically distinct from the county’s administrative scope.
