The Patrol Assistant of the county maintains his command over the militia for patrol and apprehension on the land routes as previously established.

For the Patrol Officer and the dian-shi Records Clerk/Assistant Magistrate of Jiangpu County, their jurisdiction excludes the river surface, which is managed by the Prefecture-affiliated Jianghuai Patrol Inspection Office. The county government and the land-based villages are managed by the county's Patrol Officer. There were originally no patrol boats designated for river defense, leaving the officers and soldiers with no specific sector to manage or inspect.

Although the river surface near the county government is under the jurisdiction of the Prefecture-affiliated Jianghuai Patrol Inspection Office, and that office has its own quota of patrol boats patrolling the river day and night, the county itself originally lacked city walls and the population is sparse. While the Jianghuai Patrol Inspection Office is stationed there, it is affiliated with the Prefecture and technically distinct from the county’s administrative scope.
